FAA ENROUTE ENTERPRISE MODERNIZATION PLANNING AND IMPLEMENTATION PROGRAM

Responsible for all program management, system engineering, and business management functions supporting FAA initiatives for improving the infrastructure, facilities, and equipment critical to the air traffic system and services. These efforts ensure the safe and efficient management of over 6 million flights annually across the United States. The improvement program is a direct result of the President’s Bipartisan Infrastructure Law (BIL), which allocates over $4 billion to enhance the national infrastructure of this line of business over the next 20 years.

  • Leading all engineering and planning functions for asset improvement, focusing on assets identified in the Facility Asset Inventory (FAI) Database. This includes prioritizing and implementing changes across all infrastructure areas within the FAA EnRoute and Enterprise Facilities.

  • Conducting economic and cost/benefit analyses to evaluate alternatives for asset inventory improvement. These evaluations lead to final recommendations for asset improvement strategies at each of the 25 enterprise-wide air traffic management centers nationwide.

FAA REMOTE MONITORING AND LOGGING SYSTEM (RMLS) PROGRAM

On the NISC III/IV support team, provided value-added engineering services to the Remote Monitoring and Logging System (RMLS) Program Office (RMLS PO) – Technology Refresh (RMLS TR) program components. The program has entered the NRN (second) phase which involves conducting technical refresh of equipment and software of National Airspace System (NAS) Facilities located throughout the entire USA.  Major NISC III Support efforts include:

  • Assessed RMLS TR life cycle sustainment requirements and led in the development of the alternative support strategy that resulted in the Cost Saving to the Federal Government and the RMLS Program of $3,500,000.00.

  • Managed the implementation of the RMLS reporting nodes at all Operations Control Centers (OCC), Command Centers (CC) and FAA William J. Hughes (WJHTC) Technical Center, National Air Route Traffic Control Centers (ARTCC), and designated Combined Center Facilities (CCF) locations, SCT TRACON. Involved development of national and local NCPs and Corporate Work Plans, coordination program and site services, each site equipment inventory management, disposition and disposal of replaced legacy facilities. 

  • As part of the scope of NRN Phase Two, support involves defining and updating associated life cycle support material for all RMLS requirements within engineering specifications and budget.

  • Led all the program risk areas for financial CIP management and related major milestones and investment categories of the program.

  • Conducted the audit for Budget vs Actual expenditure to verify assets/locations.

  • Managed and directed all RMLS TR implementation program master schedule activities. 

  • Delivered Sr. System Engineering services to JVS clients such as AJW-17 CLMRS CMA Data Migration Program -- conversion of Web CM for migration of the configuration items to new CLMRS CMA IFS Platforms tasking.

  • Developed customized reliability center maintenance (RCM) strategies for NAS/NextGen ground-based surveillance, navigation, landing, and communications facilities.

  • Prepared business cases, developed cost/benefit tradeoff estimates, and identified alternate solutions to improve NAS readiness and availability of Federal Aviation Administration (FAA) Technical Operations AJW-13 and PMO AJM-3 facility and services. Focus on supporting the transition of NAS facilities to Nextgen.

AIRPORT GIS BUSINESS CASE ANALYST PROGRAM FOR FAA AIRPORT ENGINEERING DIVISION OFFICE OF AIRPORT SAFETY AND STANDARDS

  • Provided cost accounting (FAA DELPHI) and financial management expertise on the ARP AGIS business case analysis

  • Provided National Data Center User Management and NASPAS Performance Analysis

  • Conducted specialized financial model assessments of cost parameters for various Airport investment strategies and benefits assessment

  • Led financial analyst for all Airports GIS developmental efforts inclusive of cost and earned value management as well as all phase 1 and phase 2 pilot program eALP reporting and annual assessment of the 39 tracked Pilot programs when required

  • Led FAA AMS business case development and ensured compliance with all laws, policies, and regulations governing departmental operations. Reviewed records, evaluated operational data, and supported cost/benefit analysis

  • Provided analytical and subject matter expertise for cost analysis, verification, and validation for business case use and publication

  • Assisted other Financial Analysts in interrupting, decoding, and reporting complex multi-organization layered costs for accurate evaluation

  • Collaborated on multiple projects and for analysis of operational budgets and time frames for extensive financial analysis, including utility, labor, facility outage, cost, and investment cost assumptions

  • Provided subject matter expertise and familiarity with financial accounting, cost accounting, and government accounting systems, and performed necessary operations research to ensure the validity of base cost allocations in the business case analysis
